Requires the Local Government Records Committee to conduct a feasibility study on waiving retention schedules for county historical records that have undergone irreversible deterioration and cannot be used for any future purpose.

Directs the Committee to research and analyze data on establishing a climate-controlled, state-of-the-art storage and retention repository to house historical, present, and future county records, including future funding initiatives.

Brings forward existing statutory sections (25-60-3, 19-15-1, 19-15-3, 19-15-5, and 39-5-9) related to county records management and preservation for possible amendment.

Takes effect July 1, 2016.
