Creates a Supervisors Education and Certification Program directed by the Center for Government and Community Development at Mississippi State University Extension Service with an advisory board composed of the Mississippi Association of Supervisors President, State Auditor, Lieutenant Governor, Speaker of the House, and a center representative.

Requires unanimous vote of county board of supervisors to participate in the program, though individual supervisors may participate independently without board approval.

Establishes three certification levels (Supervisor I, II, and III) with annual salary supplements of $2,500 for S1, $1,250 additional for S2, and $1,250 additional for S3, effective October 1 following certification.

Authorizes reimbursement of travel expenses at the same rates allowed state employees under Section 25-3-41, excluding mileage for county-owned vehicles, with all costs paid from county general funds.

Prohibits counties from increasing tax levies to pay for supervisor salary supplements and takes effect July 1, 2016.
