Extends the Department of Corrections' exemption from State Personnel Board rules, regulations, and procedures from one year to two years beginning July 1, 2015, with all department employees classified as nonstate service during this period.

Grants the Commissioner of Corrections an additional one-year exemption from July 1, 2016, to July 1, 2017, to make personnel actions without State Personnel Board oversight for reorganization and realignment purposes.

Requires the Department of Corrections to consult with the Office of the Attorney General before taking personnel actions authorized under the exemption to ensure compliance with applicable state and federal law.

Requires any state agency with personnel exemptions to file annual reports to the Lieutenant Governor, Speaker, and legislative committees detailing salary increases, dismissed employees, and new hires.

Takes effect July 1, 2016.
