Removes State Personnel Director from Personal Service Contract Review Board membership and increases gubernatorial appointees from two (2) to three (3) members, while removing the Executive Director of the Department of Finance and Administration as an ex officio member.

Requires board members to be non-state employees and changes voting requirements from chairman plus two (2) members to a simple majority of members present and voting.

Eliminates the exemption process allowing certain agencies to petition for relief from competitive bidding requirements; instead requires all contracts to undergo competitive procurement processes or alternative transparent selection procedures.

Adds new provisions allowing agencies to fulfill requirements through state programs and other state agencies without board approval, though these contracts must still be submitted for review and entered into statewide systems.

Changes contract submission timeline from thirty (30) days to thirty (30) or more days before the monthly board meeting, with presumed approval if the board does not object at the following month's meeting.
