Amends the definition of "purchasing agent" to include those who issue purchase orders, invitations for bid, requests for proposals, and receive and accept bids for governing authorities or agencies.

Requires 100% participation and completion of the Mississippi Purchasing Certification Program by all purchasing agents at state agencies as a condition for certified purchasing office classification.

Authorizes the Office of Purchasing, Travel and Fleet Management to set fees that recover administrative costs for the certification program, assessed to participating state agencies.

Applies effective July 1, 2016.
