Authorizes the Public Procurement Review Board to adopt regulations governing approval of contracts for architectural and engineering services related to state buildings and facilities.

Requires the Department of Finance and Administration to review and preapprove all architectural and engineering service contracts entered into by state agencies to ensure compliance with purchasing regulations and competitive qualification-based selection processes.

Exempts from preapproval requirements: contracts fully paid by self-generated funds of higher education institutions, community college projects funded by local or nonstate sources, State Military Department projects funded fully or partially by federal funds, and State Department of Transportation projects.

Effective July 1, 2016.
