Authorizes the Energy Division of the Mississippi Development Authority to create a prequalified list of energy services providers based on criteria including project experience, financial stability, and ability to guarantee energy savings

Expands the definition of "energy services" to include water conservation, renewable energy improvements, and any equipment or services providing verifiable cost savings

Allows public entities to enter into multiple phases of a performance contract, provided the scope was included in the original request for proposals and each phase does not exceed 20 years

Changes the maximum lease-purchase term for energy efficiency equipment from the useful life based on IRS depreciation guidelines to the lesser of 20 years or the average useful life of the energy conservation measures

Removes the requirement that final energy performance and shared savings contracts must be approved by the Energy Division, requiring only written notification of intent to issue a request for proposals
