Expands Mississippi's existing sales tax holiday (last Friday in July through following Saturday) to include school supplies priced under $100, in addition to clothing and footwear already exempt

Defines "school supplies" with an all-inclusive list of 41 items including backpacks, binders, calculators, notebooks, pencils, pens, rulers, scissors, textbooks, and art supplies such as paints and brushes

Removes backpacks from the list of non-exempt accessories, reclassifying them as eligible school supplies for the tax holiday

Allows municipalities to opt out of the sales tax holiday exemption by passing a resolution and notifying the Department of Revenue at least 90 days before the desired suspension date

Effective date of July 1, 2016
