Designates a 2-mile segment of U.S. Highway 49 East in Leflore County, Mississippi (beginning at Mississippi Highway 8 intersection and extending northerly) as the "Highway Patrolman Tommy E. Kendall Memorial Highway"

Directs the Mississippi Department of Transportation to erect and maintain appropriate signs along the designated highway segment and erect a suitable memorial at a site approved by Highway Patrolman Kendall's survivors and family

Designates Mississippi Highway 15 in Union County from New Albany to the Tippah County line as the "Zack Stewart Highway" and requires MDOT to erect and maintain appropriate signs

Designates U.S. Highway 45 Alternate within Lowndes County, Mississippi as the "Tom Goode Memorial Highway" and requires MDOT to erect and maintain appropriate signs

Takes effect July 1, 2016
