Appropriates $360,000 from the State General Fund to the State Department of Education for distribution to the Smith County School District for fiscal year 2017 (July 1, 2016 - June 30, 2017).

Funds designated for establishment of a comprehensive dyslexia therapy program serving students in grades 1 through 4 in Smith County schools.

Only $180,000 of the appropriation shall be used in fiscal year 2017, with the remaining $180,000 deposited in the school district's maintenance fund to be held until the superintendent deems appropriate for program support and administration in fiscal year 2018.

Directs the State Treasurer to pay the appropriated funds upon warrants issued by the State Fiscal Officer.

Takes effect July 1, 2016.
