Amends Section 91-7-259, Mississippi Code of 1972 to allow any person or financial institution to turn over personal property or funds of a decedent to an executor or administrator qualified in another state or country.

Permits financial institutions and other parties to rely solely upon a certified copy of the appointment and qualification record from the other state or country without requiring additional documentation or court filing.

Removes the previous requirement for executors and administrators to file records in the chancery court clerk's office of the county where the decedent had property or debts.

Provides liability protection for financial institutions and other parties who distribute decedent's property or funds based on the certified appointment records from another jurisdiction.

Takes effect July 1, 2016.
