Amends Section 37-29-305 to change mid-level funding for community and junior colleges from a requirement to a discretionary appropriation by the Legislature.

Changes the language from "shall be appropriated" to "may be appropriated" annually, making mid-level funding optional rather than mandatory.

Ratifies all appropriations made for community and junior college general support for fiscal year 2007 and each subsequent fiscal year, regardless of whether they complied with the previous mid-level funding requirement.

Abates any lawsuits seeking recovery of additional payments beyond amounts the Legislature appropriated for community and junior college general support starting in fiscal year 2007.

Applies retroactively to all periods from July 1, 2007 forward upon passage.
