Authorizes Mississippi public schools to use comparable alternatives to bound paper textbooks in addition to traditional paper textbooks.

Requires schools to make compatible learning materials available to students and parents when textbook alternatives cannot be used outside the classroom setting, such as distance learning or online-only materials.

Mandates schools provide written notice at the beginning of each course explaining what alternative learning materials will be made available if they differ from classroom materials.

Applies comparable alternative textbooks to all existing state textbook procurement, adoption, distribution, and pricing regulations that previously applied only to bound paper books.

Takes effect July 1, 2016.
