Amends Section 11-51-31 of Mississippi Code to establish requirements for appeal bonds that stay execution of judgments in civil cases.

Sets appeal bond amounts at the full judgment value, but capped at 50 percent of the appellant's net worth and not to exceed $35,000,000.

Allows courts to require bonds up to the full judgment amount if an appellee proves by preponderance of evidence that the appellant is dissipating assets outside ordinary business operations.

Defines "civil litigation" to include individual, class action, and aggregated claims, and "relief" to encompass all damages, injunctive relief, and other remedies.

Effective July 1, 2016, and applies to all judgments entered on or after that date regardless of when the underlying litigation was filed.
