Amends Section 99-37-21 of Mississippi Code to establish a mandatory disbursement order for offender earnings at restitution centers.

Court-ordered restitution to victims must be paid first, before room, board, personal living expenses, court-ordered costs, and fines.

Restitution payments must continue during an offender's stay at a restitution center and after discharge until the full amount is paid.

Court-ordered costs and fines become eligible for payment only after court-ordered restitution is paid in full.

Changes references from Department of Public Welfare to Department of Human Services throughout the statute and takes effect July 1, 2016.
