Amends Section 37-13-9 to authorize a curriculum committee of up to 7 members to recommend changes to the state curriculum guidelines.

Clarifies that the State Board of Education curriculum and frameworks serve as guides for local districts rather than mandatory prescriptions for instruction.

Takes effect July 1, 2016.
