Amends Mississippi Code Section 3-3-16 to designate the historical Magnolia Flag as an additional official state flag design alongside the 1894 flag.

The Magnolia Flag, which served as Mississippi's first official flag from 1861 through 1865 and continued in use until 1894, features a dark blue canton with a white star, white magnolia tree with flowers on a white field, and a vertical red bar on the fly.

Both flag designs shall have equal status and dignity in representing the state, and may be flown individually or together as the official flag.

Takes effect January 1, 2017, coinciding with Mississippi's bicentennial celebration of statehood.
