Establishes a 13-member commission to select a new Mississippi state flag design that reflects the state's history and population diversity.

Commission composition includes 5 members appointed by the Governor (one from each congressional district plus one at-large), the President Pro Tempore of the Senate, Speaker Pro Tempore of the House, and 6 members appointed by the Lieutenant Governor and Speaker of the House.

Authorizes each public university and public community or junior college to submit one flag design to the commission by October 15, 2016.

Commission must select the best design and file its selection with the Secretary of the Senate and Clerk of the House by January 1, 2017, after which the commission dissolves.

Amends Section 3-3-16 to make the commission-selected flag design the official Mississippi state flag effective January 1, 2017.
