Creates new Section 37-101-28 requiring each state institution of higher learning to display the Mississippi state flag and United States flag in close proximity to the university administration building during daylight hours when the institution is in session, weather permitting.

Assigns the Board of Trustees of State Institutions of Higher Learning responsibility for providing and maintaining the flags at each institution.

Requires state universities to lower the United States flag to half-staff whenever ordered by the President of the United States or required by federal law.

Mandates institutions announce the reason for half-staff display through written notice posted throughout the institution and electronic notice to students and faculty.

Effective date: July 1, 2016.
