Establishes a Commission to Redesign the Mississippi State Flag with a deadline to submit a new design recommendation by December 10, 2016, for unveiling at the state's bicentennial on December 10, 2017.

Prohibits the redesigned flag from including the Confederate Battle Flag design.

Commission membership includes 3 House members appointed by the Speaker, 3 Senate members appointed by the Lieutenant Governor, and 11 members appointed by the Governor including high school students, educators, business representatives, and members from the Mississippi Arts Commission and Department of Archives and History.

Commission shall hold public meetings, accept written comments, hold public hearings, and consult with historical and social science experts to inform its recommendation.

Commission members receive no compensation but may be reimbursed for actual expenses; the current state flag remains in use until the Legislature acts on the commission's recommendation.
