Requires state agencies, counties, municipalities, and public colleges and universities to display the official state flag Monday through Friday of each week from sunrise to sunset on government buildings and public college/university campuses.

Allows 24-hour flag display if properly illuminated and permits suspension during inclement weather unless an all-weather flag is used.

Imposes a civil penalty of $2,500 per day for intentional or willful noncompliance, assessed by the Attorney General with penalties deposited into the State General Fund.

Requires the Attorney General to notify non-compliant counties or municipalities in writing and provide 30 days to demonstrate compliance before notifying the State Fiscal Officer.

Authorizes the State Fiscal Officer to withhold all state fund payments to counties or municipalities that fail to comply within 30 days until compliance is achieved.

Takes effect July 1, 2016.
