Replaces Mississippi's official state flag design effective July 1, 2016, with a new design featuring three horizontal bars (old glory blue, white, and old glory red) and a square canton containing 19 stars in two circles surrounding one large center star, representing Mississippi as the 20th state admitted to the Union.

Prohibits the previous official state flag (featuring a red canton with blue saltire and 13 stars, and three horizontal bars in blue, white, and red) from being flown or displayed on any public building or public property after July 1, 2016.

Allows the previous state flag to be displayed only in historical exhibits within public museums.

Assigns enforcement responsibility to appropriate public agencies and officials having jurisdiction over public buildings and property.
