Amends Mississippi Code to require state agencies, counties, municipalities, public colleges, and universities to display the official state flag Monday through Friday from sunrise to sunset on all government buildings and public college/university campuses.

Allows flags to be displayed 24 hours a day if properly illuminated, and permits flags to be taken down during inclement weather unless an all-weather flag is used.

Imposes a civil penalty of $500 per day for intentional or willful noncompliance, assessed by the Attorney General after a hearing, with penalties deposited into the State General Fund.

Requires school districts to display the official Mississippi state flag during daylight hours when school is in session, with the same $500 per day penalty for noncompliance.

Takes effect July 1, 2016.
