Establishes a Commission to Redesign the Mississippi State Flag to develop two design options for a new state flag by December 10, 2016.

Commission membership consists of 17 members: 3 House representatives appointed by the Speaker, 3 Senate members appointed by the Lieutenant Governor, and 11 members appointed by the Governor including educators, students, business representatives, and arts/history experts.

Prohibits both flag design options from including the Confederate Battle Flag design.

Legislature shall select one of the two commission-recommended options as the new state flag during the 2017 Regular Session, to be unveiled on December 10, 2017 during Mississippi's bicentennial celebration.

Commission members receive no compensation but may be reimbursed for reasonable expenses; the current state flag remains in use until the Legislature takes action on the commission's recommendations.
