Creates a Local Governments MSWIN Infrastructure and Equipment Revolving Loan Program administered by the Mississippi Development Authority to help counties and municipalities purchase equipment needed to participate in the Mississippi Wireless Information Network (MSWIN)

Eligible purchases include network infrastructure (repeaters, antennas, microwave backhaul) with 15-20 year useful life and subscriber equipment (P25-compatible radios, LTE tablets, modems) with 5-7 year useful life

Authorizes issuance of up to $20,000,000 in state general obligation bonds to fund the revolving loan fund, with loans offered at interest rates of 2% or less

Counties must pledge homestead exemption tax reimbursements and municipalities must pledge sales tax revenue distributions as collateral for loan repayment

Loan repayments cannot exceed 15% variation year-to-year, and the State Auditor can withhold state payments from counties or municipalities that fall into arrears on loan payments
