HB 1565 - Capitol Complex Improvement District

• Creates the Capitol Complex Improvement District in Jackson, Mississippi, with a five-member Board of Directors appointed by the Governor, Lieutenant Governor, and Mayor of Jackson to oversee improvement projects in the defined area surrounding the State Capitol Building.

• Establishes a Capitol Complex Improvement District Project Fund to be financed by diverting 12.5% of sales tax revenue collected on business activities within Jackson (beginning August 15, 2016), with 15% of diverted revenue allocated to the City of Jackson for police and fire protection and 85% deposited into the Project Fund.

• Requires at least 95% of funds deposited into the Project Fund to be used for improvement projects including street reconstruction, water/sewer infrastructure, traffic signals, parks, sidewalks, and city-owned public buildings, with no more than 5% used for administrative expenses.

• Creates a Capitol Complex Improvement District Project Advisory Committee composed of 11 members representing the City of Jackson, state government, Jackson State University, University of Mississippi Medical Center, and Mississippi Department of Archives and History to advise the Board on comprehensive improvement plans.

• Requires comprehensive improvement plans to be approved by Jackson's city government, updated every five years, and mandates the City of Jackson provide police coverage for major events and maintain all completed improvement projects within the district.
