Establishes state policy to conserve, protect, and encourage agricultural operations, affirming farmers' right to use all generally accepted farming and livestock production practices including ever-changing technology.

Directs the Department of Agriculture and Commerce to promote agricultural growth by assisting operations with permit processes and serving as liaison between agricultural businesses and federal, state, and local agencies.

Exempts agricultural operations operating for one year or more from nuisance lawsuits if in compliance with applicable permits, provided there is no significant change in operation type.

Specifies that conversion between agricultural operation types, ownership changes, size changes, government program participation changes, and adoption of new technology do not constitute significant changes that would void nuisance protection.

Expands definition of "agricultural operation" to explicitly include scientific and technological advancements used in accordance with best agricultural management practices and applicable permits; effective July 1, 2016.
