Amends Mississippi Code Section 57-1-301 to expand the definition of "capital improvements" under the local governments capital improvements revolving loan program administered by the Mississippi Development Authority.

Adds repair, renovation, and improvement of municipal natural gas facilities to the list of eligible capital improvement projects that counties and municipalities can finance through the program.

Maintains all existing eligible capital improvement categories including water/sewer facilities, drainage systems, fire protection, industrial buildings, parks, recreational facilities, and brownfield remediation.

Takes effect July 1, 2016.
