Amends the definition of "blighted property" in Harrison County to include single-family or multifamily residential buildings, abandoned personal property, rubbish, and debris that are neglected or dangerous to public health and safety.

Authorizes the Harrison County Board of Supervisors to conduct hearings and determine if property is blighted, then clean the property if the owner fails to do so.

Requires property owners receive notice by mail two weeks before hearing and public posting for two weeks before hearing at the property and county courthouse.

Allows the county to reenter property up to six times per twelve-month period for building/fence removal and up to twelve times per twenty-four-month period for grass cutting and debris removal without additional hearings.

Costs and penalties for cleaning become a lien against the property that can be collected through tax sale procedures, with property owners retaining standard redemption rights.
