Authorizes issuance of up to $7,000,000 in state general obligation bonds to assist the City of Natchez with preplanning and construction of a Mississippi River landing dock facility and related structures along the Natchez Riverfront

Creates the "2016 Natchez Riverfront Improvements Fund" within the State Treasury to hold and disburse bond proceeds, with funds managed by the Department of Finance and Administration

Bonds must be issued before July 1, 2020, and mature within 25 years from date of issue

Bonds are backed by the full faith and credit of the State of Mississippi, with bonds and income exempt from all Mississippi taxation

Any remaining funds after project completion, abandonment, or inability to complete in a timely manner will be applied to pay debt service on the bonds
