Appropriates $302,881.00 from the State Treasury to the State Board of Barber Examiners for fiscal year 2017 (July 1, 2016 - June 30, 2017).

Authorizes 3 full-time permanent positions and 4 part-time permanent positions for the board.

Requires the board to maintain performance targets including processing in-state licenses within 3 days, out-of-state licenses within 5 days, and renewing 100% of licenses online.

Mandates that personal services funding for FY2018 shall not exceed FY2017 appropriations unless new programs or positions are added by the Legislature.

Takes effect July 1, 2016.
