Appropriates $3,128,506.00 from special funds in the State Treasury to the State Board of Medical Licensure for fiscal year 2017 (July 1, 2016 - June 30, 2017).

Authorizes 24 permanent full-time positions for the board with restrictions on salary escalations and personnel actions that would exceed the FY2017 appropriation level unless new funds are available.

Establishes performance measure targets including 100% online license renewal rates, 100% individual license renewals issued within 7 business days, and 100% complaint resolution within 7 business days.

Allocates up to $350,000 to the Mississippi Professionals Health Program and up to $130,000 to the Mississippi Board of Pharmacy for the Prescription Monitoring Program.

Takes effect July 1, 2016, and requires the board to maintain accounting and personnel records in the same format as fiscal year 2016.
