Appropriates $120,837.00 from the State Treasury to the Mississippi State Board of Psychology for fiscal year 2017 (July 1, 2016 - June 30, 2017).

Requires the board to maintain complete accounting and personnel records in the same format and level of detail as fiscal year 2016, with comparable budget request submissions for fiscal year 2018.

Directs preference in purchasing to Mississippi Industries for the Blind when two or more bids are received with equal price, quality, and service, or when purchases are made without competitive bidding.

Limits professional board management fees to not exceed $80,268.00 of the appropriated funds.

Requires expenditures to comply with Mississippi Code Section 27-104-25, prohibiting state agencies from incurring obligations exceeding their appropriations; takes effect July 1, 2016.
