Appropriates $723,135.00 in special funds to the State Board of Cosmetology for fiscal year July 1, 2016 through June 30, 2017.

Authorizes 13 full-time permanent positions for the board with restrictions on salary increases and personnel actions without approval from the Department of Finance and Administration.

Requires the board to adopt policies prohibiting new wigology licenses while allowing existing wig specialist and wig salon license holders issued before July 1, 2014 to continue practicing under prior requirements.

Sets performance targets for establishment inspections, licensure processing, and complaint resolution, with results to be reported in the fiscal year 2018 budget request.

Limits board meetings to no more than 62 days per year and requires the State Treasurer to invest surplus funds in short-term bonds or accounts.
