Appropriates $261,688.00 from special funds in the State Treasury to the Mississippi State Board of Physical Therapy for fiscal year 2017 (July 1, 2016 - June 30, 2017).

Authorizes 3 permanent full-time positions for the agency with appropriated funds.

Requires the agency to maintain accounting and personnel records in the same format as fiscal year 2016 and submit budget requests in comparable detail.

Establishes that the State Personnel Board cannot approve personnel actions that would exceed the fiscal year 2017 "Personal Services" appropriation level when annualized without proof of new or additional funds.

Takes effect July 1, 2016.
