Appropriates $127,643.00 from special funds in the State Treasury to the State Board of Optometry for fiscal year 2017 (July 1, 2016 - June 30, 2017).

Authorizes 1 permanent full-time position for the board.

Requires the State Board of Optometry to maintain accounting and personnel records in the same format and level of detail as fiscal year 2016, and to submit future budget requests in comparable format.

Directs the agency to give preference to Mississippi Industries for the Blind when multiple bids are received with equal price, quality, and service.

Becomes effective July 1, 2016.
