Appropriates $14,904,677 from the State Treasury to the Public Employees' Retirement System for administrative expenses and building maintenance and operation for fiscal year 2017 (July 1, 2016 - June 30, 2017).

Authorizes 168 full-time permanent positions and 1 part-time permanent position for the system.

Appropriates an additional $3,500,000 for expenses associated with a replacement computer system.

Establishes the Public Employees' Retirement System Building Repair and Maintenance Fund to collect and manage rental income from the building located at 301 North President Street, Jackson, Mississippi.

Allocates $324,000 from the Capital Expense Fund to allow Jackson County and the Jackson County Sheriff's Department to purchase creditable service from the retirement system for employees' unused, uncompensated leave accrued as of January 1, 2012.
