Appropriates $47,439,542 from special funds in the State Treasury to the Veterans' Home Purchase Board's revolving fund for fiscal year 2017 (July 1, 2016 through June 30, 2017)

Authorizes 17 permanent full-time positions for the agency with no part-time or time-limited positions approved

Requires the agency to maintain personal services expenditures at fiscal year 2017 levels and prohibits actions that would increase projected annual personnel costs without legislative approval

Mandates complete accounting and personnel records be maintained in the same format as fiscal year 2016, with budget requests submitted in comparable detail

Requires purchasing preference be given to Mississippi Industries for the Blind when bids are equal in price, quality, and service
