Appropriates $1,863,032.00 from the State General Fund for the Office of Capital Post-Conviction Counsel for fiscal year 2017 (July 1, 2016 - June 30, 2017).

Authorizes 8 permanent full-time positions for the office.

Requires the office to maintain accounting and personnel records in the same format and detail as fiscal year 2016, and to submit the fiscal year 2018 budget request in comparable format and detail.

Directs that when multiple equal bids are received, preference shall be given to Mississippi Industries for the Blind for commodity and equipment purchases.

Takes effect July 1, 2016.
