Appropriates $13,026,673.00 from the State General Fund to the Mississippi Department of Insurance for fiscal year 2017 (July 1, 2016 - June 30, 2017).

Authorizes 153 permanent full-time positions for the Department of Insurance, with restrictions on salary increases and personnel actions without additional legislative approval.

Allocates $15,079.00 to the Mississippi Fire Personnel Minimum Standards and Certification Board and $10,000.00 for National Conference of Insurance Legislators annual dues.

Provides $250,000.00 to the State Fire Marshal's Office for fire safety prevention services including smoke alarms and public service announcements.

Reappropriates $1,750,000.00 from the Rural Fire Truck Acquisition Fund and Supplementary Rural Fire Truck Fund to support the Rural Fire Truck Acquisition Assistance Program.
