Appropriates $5,406,325.00 from the General Fund to defray expenses of the State Fire Academy for fiscal year 2017 (July 1, 2016 - June 30, 2017).

Authorizes 63 permanent full-time positions for the State Fire Academy.

Requires the State Personnel Board to ensure FY 2018 Personal Services funds do not exceed FY 2017 appropriated amounts unless new programs or positions are added by the Legislature.

Directs the State Fire Academy to give preference to Mississippi Industries for the Blind when purchasing commodities or equipment with equal bids, or when making purchases without competitive bidding.

Takes effect July 1, 2016.
