Appropriates $5,332,338.00 from state general funds for the Mississippi Public Service Commission for fiscal year 2017 (July 1, 2016 – June 30, 2017).

Authorizes 69 full-time permanent positions, 6 part-time permanent positions, 5 full-time time-limited positions, and 0 part-time time-limited positions, with restrictions on salary escalations and personnel actions exceeding the appropriated level.

Allocates an additional $81,903.00 for administration of the Mississippi Telephone Solicitation Act with performance targets of 23,000 no-call complaints at $16 cost per complaint.

Provides $193,500.00 and 3 additional full-time permanent positions for Pipeline Safety Division duties contingent on enactment of Senate Bill 2755; funding reverts if SB 2755 is not enacted.

Establishes utility regulatory performance measures including 250 utility docket cases, 5,405 total complaints, and 650 pipeline inspections, with reporting requirements to the Joint Legislative Budget Committee for fiscal year 2018.
