Appropriates $2,108,877.00 from the State General Fund for the Public Utilities Staff for fiscal year 2017 (July 1, 2016 - June 30, 2017).

Authorizes 28 permanent full-time positions for the agency.

Requires the agency to maintain accounting and personnel records in the same format and detail as fiscal year 2016, and to submit fiscal year 2018 budget requests in comparable format and detail.

Establishes restrictions on personal services spending, requiring that fiscal year 2018 appropriations for personal services not exceed fiscal year 2017 levels unless new programs or positions are added by the Legislature.

Directs the State Treasurer to pay appropriated funds upon warrants issued by the State Fiscal Officer and requires compliance with Mississippi Code Section 27-104-25 regarding budget obligations.
