Appropriates $4,787,808.00 from the State General Fund and $11,668,748.00 from special funds to the Mississippi Authority for Educational Television for fiscal year 2017 (July 1, 2016 - June 30, 2017).

Authorizes 110 permanent full-time positions and 11 time-limited full-time positions for the agency.

Requires funds to prioritize continuation of a full broadcast schedule of educational, instructional, professional growth, and public service programs, with new program production as secondary.

Establishes performance targets for fiscal year 2017 across content operations, education services, technical services, and administration, with reporting required in the fiscal year 2018 budget request.

Allocates $2,118,966.00 from the Education Enhancement Fund and requires $1.50 per square foot payment to the State Board of Institutions of Higher Learning for utility costs.
