Appropriates $1,329,186,287 from special funds for the Mississippi Department of Transportation for fiscal year 2017 (July 1, 2016 through June 30, 2017)

Allocates funds across major programs: Construction ($930,412,115), Maintenance ($216,000,000), Debt Service ($73,767,802), Administration ($59,182,330), Aeronautics/Rails ($34,271,500), and Law Enforcement ($15,552,500)

Authorizes 3,384 full-time and 9 part-time permanent positions across four offices: Administrative Services, Highways, Aeronautics and Rails, and Enforcement

Directs specific project funding including $11,160,159 for Highway 14 at Rolling Fork, $10,000,000 each for Highway 82/Leland Greenville Bypass and Highway 25/Lakeland Drive, and $80,000,000 minimum for contracted maintenance overlay and pavement rehabilitation

Authorizes expenditure of up to $200,000,000 from HELP projects and general obligation bonds for highway projects, plus $6,000,000 from third-party damages and $30,000,000 from reimbursements for federal projects
