Appropriates $6,056,859,453 total to the Governor's Office-Division of Medicaid for fiscal year 2017 (July 1, 2016 - June 30, 2017) from General Fund ($860.7M), Medical Care Fund ($408.3M), special source funds ($4.7B), Health Care Expendable Fund ($87.3M), and Capital Expense Fund ($670.5K).

Allocates Health Care Expendable Fund ($87.3M) for specific programs: CHIP at 200% poverty level ($2.9M), eyeglasses for adults ($699K), home and community waiver programs ($1.97M), disabled worker buy-in ($754K), dental fee increases ($904K), and medical program matching funds ($80.1M).

Authorizes 1,028 permanent full-time positions, 2 permanent part-time positions, 37 time-limited full-time positions, and establishes performance targets for administrative services, medical services, CHIP enrollment, and home and community-based waiver programs.

Requires monthly statistical and financial reports to Legislative Budget Office and establishes specific provisions for adult foster care ($250K), dialysis transportation ($2.75M), traumatic brain injury waiver slots ($1.5M), obstetrics/gynecology primary care payments ($300K), and operational assessment consultant ($250K).

Mandates LARC (long-acting reversible contraceptive) insertion reimbursement to hospitals outside APR-DRG payment methodology and provides funding for Mississippi Delta Medicaid Population Health Demonstration Project phases one and two.
