Appropriates $36,005,894.00 from the State General Fund and $343,106,158.00 from special funds to the Mississippi State Department of Health for fiscal year 2017 (July 1, 2016 - June 30, 2017).

Allocates $40,000,000.00 to the Trauma Care System, with authority to transfer funds to the Division of Medicaid for enhanced reimbursement programs, and permits distribution to qualified in-state and out-of-state trauma centers including those in Tennessee, Alabama, and Georgia.

Allocates $20,000,000.00 from the Tobacco Control Program Fund for cancer research ($5,000,000.00), public health nursing programs ($3,600,000.00), tobacco enforcement ($800,000.00), and other tobacco control initiatives.

Authorizes 1,340 permanent full-time positions, 12 permanent part-time positions, 997 time-limited full-time positions, and 7 time-limited part-time positions within the department.

Appropriates additional funds for specific programs including $3,000,000.00 for the Mississippi Burn Care Fund, $200,000.00 for the Breast and Cervical Cancer Program, and $639,644.00 to the Mississippi Health Information Network.
