Appropriates $159,130,366.00 in General Funds and $1,446,285,044.00 in Special Funds to the Department of Human Services for fiscal year 2017 (July 1, 2016 - June 30, 2017).

Authorizes 1,781 permanent full-time and 501 time-limited full-time positions for the Consolidated Department of Human Services, plus 1,536 permanent full-time and 417 time-limited full-time positions for the Division of Child Protection Services.

Transfers $1,000,000 from Child Care Development Fund to Department of Health for Child Care Licensure Program and $250,000 to Department of Public Safety's Juvenile Facility Monitoring Unit.

Allocates $13,436,099.00 from Capital Expense Fund for Division of Child Protection Services and $1,000,000 in special funds from Medicaid to support Home Delivered Meals Program.

Establishes performance targets across multiple service areas including child support enforcement, aging services, food assistance, TANF work programs, and youth services, with reporting requirements to Legislative Budget Committee.
