Appropriates $752,043.00 from the State General Fund to the State Soil and Water Conservation Commission for fiscal year 2017 (July 1, 2016 - June 30, 2017).

Appropriates $2,257,436.00 from special funds in the State Treasury to the commission for the same fiscal year.

Authorizes 11 permanent full-time positions and 4 time-limited full-time positions for the commission.

Allocates $65,000.00 for a Beaver Control Cost Share program operated on a cost-matching basis with county governments.

Allocates $50,000.00 from general funds to the Scenic River Development Alliance in Southwest Mississippi.
