Appropriates $39,130.00 from the State Board of Registered Foresters Fund to the State Board of Registration for Foresters for fiscal year 2017 (July 1, 2016 - June 30, 2017).

Requires the agency to maintain complete accounting and personnel records in the same format and detail level as fiscal year 2016, with comparable budget request submissions for fiscal year 2018.

Directs the agency to give preference to Mississippi Industries for the Blind when multiple equal bids are received or when making purchases without competitive bids.

Mandates expenditure compliance with Mississippi Code Section 27-104-25, prohibiting state agencies from incurring obligations exceeding their appropriation, with responsible officers held liable for violations.

Effective July 1, 2016.
